A northeast Iowa man has won a $100,000 lottery prize. 52 year old Rigoberto Lares Ramirez of Ridgeway won the fourth top prize in the Iowa Lottery’s “Hit It Big!” scratch game. He purchased his winning ticket at Walmart in Decorah and claimed his prize Tuesday at the lottery’s Mason City regional office.
