Reported Incidents in Clayton County

On October 21st, 2023, at 2:50 am, Clayton County Deputies were informed of a vehicle pursuit that was occurring in Crawford County. The pursuit crossed the bridge and continued into Clayton County. After traveling through McGregor city limits, the vehicle was stopped on Great River Road near Keystone Road where Deputies came into contact with William Forester (52) of Evansville. Forster was arrested and transported to the Clayton County Jail where he was charged with Eluding, Driving while Revoked and Operating while Under the Influence 2nd Offense. The Sheriff’s Office was assisted by the Prairie du Chien Police Department, the Crawford County Sheriff’s Office, and the Mar-Mac Police Department.

On October 22nd, 2023, at approximately 2:57 a.m., a Clayton County Deputy on patrol observed a traffic violation on the Highway 18 south on-ramp in Marquette. The deputy initiated a traffic stop on the Highway 18 bridge approach for the Iowa/Wisconsin bridge and made contact with the driver and observed signs of alcohol impairment, and subsequently initiated an OWI investigation. The driver, identified as Jodi Culbertson (30) of Dubuque, was found to be impaired and was taken into custody. Culbertson was transported to the Clayton County Jail where she was charged with OWI 2nd Offense (Aggravated Misdemeanor) and cited for Improper Use of Lanes.

On October 29th , 2023, at approximately 2:34 a.m., the Clayton County Sheriff’s Office received a 911 call reporting a single vehicle rollover on Highway 52 near the intersection of Miner’s Creek Road, rural Guttenberg. A preliminary investigation revealed a 1993 Lincoln Town Car was being operated by Christopher Ward (42) of Racine, WI. The vehicle was northbound on Highway 52 near the above intersection when Ward lost control, entered the west ditch, and overturned multiple times. Ward was transported by ambulance from the scene for injuries he sustained. The crash remains under investigation, and charges are pending. Speed and alcohol appear to be factors in the crash. The Sheriff’s Office was assisted on scene by the Guttenberg Police Department, Guttenberg Fire and Ambulance Services, and Rauseh’s Towing.

On October 29th, 2023, at approximately 3:36 p.m. Clayton County Deputies made contact with a motorist parked on the shoulder of HWY 18 near McGregor, lA. Deputies identified the male driver as Justin Rybold (43) of Viroqua, Wisconsin. While deputies were speaking with Rybold, they could smell a strong odor of marijuana coming from inside the vehicle. Rybold admitted to possessing marijuana and voluntarily gave deputies several baggies of marijuana and multiple pieces of drug paraphernalia. Justin was charged with Possession of Controlled Substance and Possession of Drug Paraphernalia. The Clayton County Sheriff’s Office was assisted by the Iowa State Patrol.

On November 5, 2023, a Clayton County Deputy made contact with Aaron Tieden (41) of Marion, IA. During the investigation it was found that Tieden was in possession to prescription pills not prescribed to him. Aaron Tieden was charged with unlawful possession of prescription pills, a serious misdemeanor.
