Search Warrant Leads to Three Arrests in Winneshiek County

On January 10, 2024, around 3:15 pm the Winneshiek County Sheriff’s Office executed a search warrant at a residence on 370th Street in Winneshiek County.  As a result of this search warrant, three subjects were located, arrested, and booked into the Winneshiek County Jail.

  • Curtis E. Lacey aged 38 of Cresco, Iowa, was charged with: Aggravated Possession of Controlled Substance 2nd (Methamphetamine), Serious Possession of Controlled Substance 2nd (Marijuana), D Felony Child Endangerment (Meth Exposure), and D Felony Gathering Where Controlled Substances Are Used.
  • Francis (Frank) A. Martinek aged 54 of Cresco, Iowa, was charged with D Felony Possession of Controlled Substance 3rd or Subsequent (Methamphetamine).
  • Michelle K. Clark aged 35 of Decorah, Iowa, was charged with Serious Possession of Controlled Substance 1st (Methamphetamine).

This was a joint investigation involving the Winneshiek County Sheriff’s Office, U.S. Postal Inspector Investigative Services, the Iowa Department of Narcotics Enforcement, and the Howard County Sheriff’s Office.  The Iowa State Patrol also assisted the Winneshiek County Sheriff’s Office with the execution of the warrant.  This case remains under investigation with additional search warrants, arrests, and charges pending.
